Land sales
- When will residential land be released?

Boat pens
- How do I secure a boat pen at the future marina?
Ocean Reef Marina currently has capacity for up to 550 boat pens which will be in areas that will be managed by the future Marina Manager. The mechanism for the management of these boat pens and stackers has yet to be developed, but in the meantime DevelopmentWA is maintaining an expressions of interest database of boat owners who are interested in securing a pen and/or utilising the boat stacker. This expressions of interest database will be shared with the Department of Transport as the potential future Marina Manager of the facility.

- How will dust from the works be managed?
We understand some of our neighbours are experiencing impacts from construction. The Contractor is required to manage any dust issues associated with the breakwater construction. We are committed to working with the Contractor to reduce these impacts as much as possible, while still allowing construction to progress.
To help mitigate potential dust from the sites:
- sand stockpiles are regularly hydromulched to stabilisie them.
- two wheel washers are in use for trucks and vehicles leaving the sites
- the condition of nearby roads and entrances is monitired and cleaned by a street sweeper
- truck loads are dampened when exiting the quarry
- a water cart is used to dampen accessible work areas and limestone stockpiles
We will continue to work with the Contractor to identify the most appropriate, reasonable measures for both preventing and suppressing any potential dust from the site.

Access
Access
- Can I still access the pedestrian path through the site during the works?
During construction, a temporary detour will be in place to maintain a safe separation between the work zones, construction traffic and pedestrians/cyclists.
This temporary detour will be in place until the newly constructed path within the development is created.
Approaching the site from the south, the temporary route takes pedestrians east along Boat Harbour Quays crossing at Ocean Reef Road. The new pedestrian path heads north taking the community past Resolute Way before heading west, to re-join the existing coastal path near the end of Gloriana View.
- Can I still access the boat ramps and sea sports club?
During construction of the new boat ramps it is intended to keep the existing number of ramps operational, which could include utilising a mix of existing and new.
To ensure safe access and use of the boat ramps during construction, traffic management may be required at certain times of the construction.

- Why isn’t an artificial surfing reef being provided as part of the marina development?
It is understood that previous City of Joondalup concept plans identified an artificial reef as a potential future amenity. The current approved project concept plan and budget does not include provision for an artificial surfing reef within the Ocean Reef Marina development.
We have engaged with Surfing WA and local surfers to investigate opportunities to artificially create new surf breaks. In February 2019, coastal engineering experts investigated the creation of a wedge wave surf break off the northern and southern breakwaters within the Public Environmental Review (PER) area.
The coastal engineer's report concluded that due to the location of the northern breakwater and considering the prevailing west-south westerly swell a consistently surfable wedge wave surf break would likely be unachievable and would possibly only occur on a handful of occasions each year during very large swell conditions. Also, public safety issues were identified due to the shallow rock platforms and nearshore reef, with large swells potentially breaking directly onto the reefs and rocks.
Investigations also considered the creation of a wedge wave surf break off the southern breakwater, however other constraints exist such as inconsistent depth contours to the beach to the south. These conditions would result in in producing irregular and in-consistent surfable waves.
Investigations were also undertaken 150 metres south of the PER area, which is outside of the scope of the Ocean Reef Marina project. This area would unlikely produce a consistently surfable wedge wave due to the non-uniform contours of the ocean floor and the lack of an offshore bar which would lead to incoming swell breaking on the shoreline. An artificial surf reef outside of the PER area would also require significant environmental approvals and consultation with the relevant Government Departments.
DevelopmentWA met with members of the Mullaloo Surf Life Saving Club in July 2021 to further discuss opportunities to create an artificial surf reef in proximity to the Ocean Reef Marina project. It was acknowledged by the parties that an artificial surf reef has never been funded, and that any future artificial surf reef proposal would be separate to the Ocean Reef Marina project and requiring a separate business case, environmental approvals
and funding approval.
Completely separate to the marina DevelopmentWA is constructing, the City of Joondalup is preparing a report on options for the development of a concept for an artificial reef for recreational fishing and surfing between Mullaloo Point and the newly constructed southern breakwater.
- Is there a Marine Exclusion Zone in place during the construction of the marina?
In September 2022 the Department of Transport revised access to the waters within the marina for safety reasons. In summary:
- The waters are closed to all vessels within 20m of construction works occurring on the Ocean Reef Marina Southern breakwater.
- All waters of the Ocean Reef Marina are closed to windsurfing, Kitesurfing and winging activities.
- All waters within the silt curtain are closed to all vessels other than vessels associated with construction of the marina and swimming is prohibited.
